Costco Wholesale (NASDAQ: COST) has withdrawn its application to build a new warehouse in Eagle, Idaho, ending its current plans for a store near Idaho Highway 55 and Hill Road after months of delays and uncertainty surrounding the project.
The withdrawal was confirmed by Eagle city spokesperson Laura Williams to BoiseDev on October 26, 2026. Williams said Costco would not pursue the proposed location, adding that the city had not been informed of any future plans by the retailer to open a store elsewhere in Eagle.
The decision follows months of planning and review for a proposed warehouse on a former gravel quarry site near the intersection of Highway 55 and Hill Road. The project had been placed on hold while Costco worked through outstanding development and transportation requirements.
Why Costco Abandoned the Eagle Warehouse Project
Costco filed an application in January to build a roughly 166,000-square-foot warehouse on a 27-acre property. The proposal included parking for 912 vehicles and a gas station, along with road improvements intended to manage the additional traffic generated by the store.
The proposed site sits near Eagle’s eastern border and was expected to serve residents in fast-growing parts of the Treasure Valley, including Eagle, northwest Boise and communities farther north. The location could also have reduced travel distances for shoppers who currently drive to existing Costco warehouses elsewhere in the region.
Transportation requirements were a significant part of the review process. The Ada County Highway District’s requested road improvements included roundabouts, road widening and other changes intended to accommodate the development’s projected traffic.
A traffic study cited in earlier reporting estimated the store could generate more than 7,000 vehicle trips on a typical day, with higher traffic expected on Saturdays. Nearby residents had also raised concerns about congestion, road safety and the effects of a large retail development on the surrounding area.
The application had remained stalled for months as the city awaited further action from Costco. The withdrawal now means the proposed warehouse will not proceed at that location under the current application.
What the Cancellation Means for Costco and Eagle
The decision does not establish whether Costco will pursue another location in Eagle. City officials said they had received no information indicating the retailer was considering an alternative site in the city or nearby communities.
The property has a separate development history tied to Quarry Village, a planned mixed-use project approved by Eagle in 2021. The earlier plan envisioned a combination of housing, shopping and other uses on the former quarry site. Its future could become more relevant following Costco’s withdrawal, although any development would depend on the applicable approvals and decisions by the property owner.
Costco is continuing its expansion elsewhere in the Boise area. The retailer is preparing to open a new warehouse in South Meridian on November 5, 2026, according to BoiseDev’s reporting on the store. That location is separate from the cancelled Eagle proposal.
The company generally does not comment on prospective warehouse locations far in advance of opening. As a result, the Eagle withdrawal should not be taken as confirmation of a broader change in Costco’s expansion plans across Idaho.
For Eagle residents, the immediate result is that the proposed Highway 55 and Hill Road warehouse will not move forward. Whether the property eventually returns to the Quarry Village concept or is considered for another use remains uncertain.
