ETF demand is one factor investors are watching. FXStreet reported that US spot Bitcoin ETFs recorded about $433 million of inflows on Friday, providing additional buying pressure as Bitcoin moved higher. The rally has also spread beyond Bitcoin. Ethereum climbed above $2,700, while XRP, Solana and other major digital assets also posted gains during Monday's broader market move.
What Is Driving the Broader Crypto Rally?

What Does the Bitcoin Reserve Bill Mean for Crypto?
The American Reserve Modernization Act of 2026 (H.R. 8957) is another development investors are watching. The House Financial Services Committee voted 28-21 on Sept. 16 to advance the legislation. The committee's official record confirms that the measure was ordered reported after the 28-21 vote.
The bill, introduced by Rep. Nicholas Begich, would establish a Strategic Bitcoin Reserve within the US Treasury for Bitcoin acquired by the federal government through forfeiture or seizure proceedings. It would also create a separate framework for other digital assets held by the government.
Under the proposal described in the legislation, Bitcoin placed into the reserve would be subject to a 20-year minimum holding period. The measure also includes reporting and accounting requirements intended to provide greater visibility into federal digital-asset holdings.
However, the committee vote does not mean the reserve has become federal law. The bill would still need to advance through the full legislative process before its provisions could take effect.

The timing makes the legislation relevant to the broader crypto narrative, but the available market reporting points to several simultaneous factors rather than establishing the House vote as the sole driver of Monday's price action.
The committee approved H.R. 8957 five days before Bitcoin moved above $85,000. At the same time, ETF inflows, short-position liquidations, and the broader recovery across major cryptocurrencies were occurring.
The reserve legislation is therefore best viewed as one part of the current US crypto policy backdrop, rather than a confirmed standalone explanation for the price move.
